4 slices bacon, chopped
1/2 teaspoon kosher salt
8 ounces cavatappi pasta
4 tablespoons butter
1/4 cup all-purpose flour
2 cups whole milk
3/4 cup heavy (whipping) cream
8 ounces sharp white Cheddar cheese, shredded (2 cups), divided
1/2 cup shredded Parmesan cheese, divided

Preheat oven to 450°F. Microwave Brussels sprouts according to package directions. Pour onto cutting board to cool. Cut cooled sprouts in half.
Spray baking sheet with avocado oil spray. Pour Brussels sprouts onto one side of baking sheet, spray top with avocado oil spray, season with salt. Place bacon on the other side of the baking sheet. Bake 12 to 15 minutes, until sprouts are charred and bacon is crispy. Drain bacon on paper towel-lined plate.
Spray 4 small serving dishes with avocado oil spray and place on baking sheet. Bring a large pot of salted water to a boil. Cook pasta until very al dente, about 2 minutes less than the package recommends. Drain and set aside.
Melt butter in pot over medium heat. Whisk in flour until smooth; cook 1 minute. Whisk in milk and cream; bring to a boil, stirring constantly. Remove from heat and stir in 1-1/2 cups Cheddar cheese and 1/4 cup Parmesan cheese.
Stir pasta and Brussels sprouts into cheese sauce. Pour into serving dishes and top with remaining Cheddar and Parmesan cheeses. Bake 10 minutes. Sprinkle bacon on top and continue baking until lightly browned, 5 to 8 minutes.
