In a microwave-safe bowl, combine white chocolate and cream. Microwave in 10 second intervals, stirring after each, until completely smooth. Let cool slightly before stirring in red food coloring, adjusting amount to reach the desired color. Let cool further and pour into a squeeze bottle. Squeeze into the insides of two serving glasses, creating stripes that start a quarter of the way down the glass. Put prepared glasses into the freezer while you make the milkshake.
In a blender, combine ice cream, milk, and vanilla; blend until smooth. Pour into each glass up to the top of the red stripes, reserving about ¼ of the milkshake. Add blue food coloring and blend again until completely mixed, adding more food coloring as needed to reach the desired color. Carefully spoon into the glasses to top off.
Garnish with Reddi Wip and popping candy. Serve immediately.
A resealable bag with a small corner cut off as a substitute for a squeeze bottle. Allow chocolate mix to cool for 15 minutes before transfering into the plastic bag.
