Preheat oven to 350°F. Spray baking sheets with cooking spray.
Stir together flour, baking powder, baking soda, and salt in small bowl. Beat butter and sugar in a large bowl with an electric mixer on medium high speed until lighter in color and very fluffy, about 3 minutes.
Add egg, vanilla, and almond extracts to bowl and continue mixing until well blended, about a minute. Reduce mixer speed to low and pour in flour mixture. Mix just until flour is blended.
Divide cookie dough into 20 portions, about 2 tablespoons each and roll into balls. Place on baking sheets at least 2-inches apart. Bake in batches on rack in center of oven until edges are very lightly browned and centers are just set, 10 to 12 minutes. Remove to wire racks and cool completely.
Scoop 1/4-cup frosting into each of two small bowls. Use black food coloring to dye one bowl black and orange to dye the other bowl orange. Scoop colored frosting into piping or freezer bags. Scoop about 1/4-cup white frosting into a third bag. Cut off very small corners of the bags to make 1/8-inch openings.
Scoop about 1/2-cup white frosting into small microwave-safe bowl. Microwave frosting in 5-second increments, stirring between each, just until frosting is fluid, about the consistency of corn syrup.
Dip the tops of the cookies in melted frosting or use the back of a spoon to spread warm frosting on cooled cookies. Immediately after you have frosted a cookie, sprinkle colored sugar sprinkles on the top third of the cookie to make the hats before frosting has time to set. If frosting firms up or you run low, add more frosting to bowl and microwave for another 5 seconds.
Use black frosting to make eyes and mouths. Use orange frosting to make carrot noses. Use white piping bag to make the fleece on the bottom of the hats and the top fringe of the hats. Serve your frosted holiday sugar cookies and enjoy!
